COSASE Cites Irregularities In KCCA Works

Members of the Parliamentary committee on Commissions, Statutory Authorities, and State Enterprises (COSASE) have visited several areas in Kampala where Kampala Capital City Authority (KCCA) is implementing different projects.   

The legislators, led by the COSASE Chairperson, Joel Ssenyonyi say that they found many irregularities in the KCCA projects, key among them the questionable planned purchase of one acre of land in Kisenyi at over 30 billion shillings.

Legislators on the Parliamentary committee on Commissions, Statutory Authorities, and State Enterprises (COSASE) moved out to monitor and asses various projects and works being undertaken by Kampala Capital City Authority (KCCA).

These included road works and markets as well as the Smart Bazaar Market in Kisenyi.
The committee found that the land where the Smart Bazaar Market is located is encumbered with disputes as several people are claiming ownership. The land is also reportedly earmarked for purchase by KCCA at an astronomical amount.

However, the KCCA Executive Director Dorothy Kisaka said that the land was given to the authority by businessman Bosco Muwonge to resettle the market vendors as KCCA was seeking to create a trade order in the city center.

Kampala Lord Mayor Erias Lukwago claimed that there was corruption in the land deal with Muwonge, saying that the purchase amount is a fraction of the KCCA annual budget. The legislators on COSASE also visited Nkrumah road, the Lubigi wetland, and the Mulago area.
