Final Day of Swearing-In Process Completes 12th Parliament Formation:527 MPs Take Oath as Uganda’s 12th Parliament Is Fully Constituted. Lawmakers Outline Priorities Including Service Deliver

Uganda’s 12th Parliament has been fully constituted following the conclusion of the three-day oath-taking exercise, with 527 Members of Parliament officially taking their oaths of allegiance.

 

The final day of the exercise began at 8:00 a.m. at Parliament, as legislators gathered in an atmosphere of excitement, marking the end of a process that has ushered in both new and returning lawmakers into the 12th Parliament.

The day proceeded in alphabetical order, with several Members of Parliament-elect taking their oaths, including representatives from Mpigi, Bukono, and Lwengo, alongside key national figures such as the outgoing Leader of Opposition and outgoing Cabinet Ministers.

 

By the close of the exercise, Parliament confirmed that all 527 legislators had taken their oaths, officially completing the formation of the 12th Parliament.

We engaged several lawmakers on their priorities for the new term, with many emphasizing improved service delivery, strengthening implementation of party manifestos, and accelerating development commitments made to voters.

 

Some legislators commended the work of the previous parliament while calling for further reforms to improve efficiency, accountability, and legislative performance in the new term.

 

However, when asked about the emerging speakership contest, many declined to comment, while some political groupings signaled alignment with their leadership positions on the matter.

 

Parliament also noted that one member-elect from Bukuya County had not yet taken an oath for undisclosed reasons, while Kalangala District’s seat remains vacant following the death of its elected district woman representative.

The first sitting of the 12th Parliament is scheduled for 25th May 2026, during which Members will elect the Speaker and formally begin legislative business.
