Security Tightened Ahead of Museveni Swearing-In Ceremony: Police Announce Traffic Guidelines, Access Routes for Kololo Event. Ugandans Urged to Cooperate as Country Prepares to Host Foreign

Uganda’s security agencies have assured the country of maximum preparedness ahead of the swearing-in ceremony of President-elect Yoweri Kaguta Museveni, unveiling comprehensive security, traffic control, and access management plans aimed at ensuring a peaceful, safe, and well-coordinated national event as Uganda prepares to host heads of state, foreign dignitaries, and thousands of invited guests at Kololo Ceremonial Grounds.

 

Due to the sensitivity and high-profile nature of a presidential swearing-in ceremony, tight security remains one of the key requirements and strongest indicators of preparedness that security agencies must guarantee to ensure a peaceful, safe, and well-coordinated national event.

 

The ceremonies traditionally require coordinated deployment of security agencies, strict traffic management, and controlled access arrangements, particularly around Kololo Ceremonial Grounds, the country’s main national ceremonial venue.

 

With preparations now in advanced stages for the swearing-in of President-elect Yoweri Kaguta Museveni, security agencies say joint operations have been intensified to guarantee public safety, smooth movement, and effective management of both local and international guests expected for the ceremony.

 

Addressing a joint security press conference, the spokesperson of the Uganda Police Force, Kituuma Rusoke, assured the public that all enforcement, traffic management, and security deployment plans have been finalized ahead of the national event.

 

Rusoke revealed that security around Kololo Ceremonial Grounds will be tightly controlled, with several Heads of State, diplomats, and invited guests expected to attend the swearing-in ceremony.

 

 

He explained that invited guests will mainly access the venue through Acacia Avenue and must present valid invitation cards for accreditation and entry clearance, while additional access routes will be communicated by security authorities.

 

Rusoke further urged invited guests to properly display official vehicle stickers and carry invitation cards at all times to ease identification, clearance, and parking management around the venue.

 

The police spokesperson also warned the public to expect temporary traffic interruptions and congestion along key routes, including the Entebbe Expressway, Northern Bypass, Yusuf Lule Road, Acacia Avenue, and other roads leading to Kololo Ceremonial Grounds.

He appealed to motorists and road users to cooperate with traffic officers to ensure smooth coordination during the ceremony.

 

According to Rusoke, both the Entebbe Expressway and the Northern Bypass will remain accessible to the public, although movement on some sections may be temporarily regulated to facilitate VIP convoys and security operations.

 

He also called upon motorists to avoid reckless driving and strictly follow instructions issued by traffic police officers deployed across major roads within Kampala.

 

Rusoke further appealed to Ugandans to comply with all security guidelines during the ceremony, warning against drunken driving and irresponsible road use that could endanger lives or disrupt national activities.

 

As Uganda prepares for another historic presidential inauguration, security agencies say the focus remains on ensuring a peaceful ceremony that reflects national stability, order, and the country’s readiness to host high-profile international events.
