
Uganda’s Public Transport Faces Tension as Taxi Operators Reject Government Reorganization Plans 🚖⚠️
Tonight, a simmering dispute is unfolding between Uganda's government and taxi operators over proposed reforms aimed at restructuring the public transport sector. This clash highlights tensions over efforts to modernize and streamline transportation services across the country.
Earlier this week, the Ministry of Transport, represented by Hon. Fred Byamukama, announced plans to integrate taxi operators into Savings and Credit Cooperative Societies (SACCOs) to improve coordination and efficiency. The move is part of the broader goal of formalizing and modernizing Uganda’s public transportation system.
What’s causing the controversy?
Taxi operators, organized under the Federation of Taxi Operators in Uganda (UTO), have strongly opposed the plan. They argue that the initiatives threaten their existing systems and could disrupt years of progress in improving operational efficiency.

Mustafa Mayambala, vice chairman of UTO, emphasized that their federation has made significant strides in standardizing operations within the sector. "Further government interference at this stage could undo our efforts," he said. However, he also expressed willingness to engage in dialogue, particularly on replacing aging vehicles as part of the government's ongoing modernization efforts.
The taxi leaders also raised concerns over recent increased traffic fines. Overloading and speeding penalties have tripled from 200,000 to 600,000 shillings—an increase they describe as punitive, potentially burdening the very operators the reforms aim to support.

The government has yet to respond to the objections, and tensions remain high. Both sides seem open to dialogue, but the future of Uganda’s transportation reforms hinges on finding common ground.
