Zambia's Chief Justice Takes Over Africa ADR Forum Leadership:New ACJADRF Chairperson Pledges To Advance Access To Justice Across Africa.African Judiciaries Urged To Embrace Alternative Dispu

The leadership of the Africa Chief Justices’ Alternative Dispute Resolution Forum has officially changed hands, with Zambia’s Chief Justice, Dr. Mumba Malila, taking over as chairperson from Uganda’s Chief Justice Emeritus, Alfonse Chigamoy Owiny-Dollo. The transition, held at the Supreme Court Conference Hall in Kampala, comes as African judiciaries intensify efforts to promote alternative dispute resolution as a tool for enhancing access to justice and reducing case backlogs.

 

Judicial leaders from across the continent gathered at the Supreme Court Conference Hall in Kampala for the official handover ceremony of the Africa Chief Justices’ Alternative Dispute Resolution Forum, commonly known as ACJADRF.

The ceremony marked the transition of leadership from Chief Justice Emeritus Alfonse Chigamoy Owiny-Dollo to Zambia’s chief justice, Dr. Mumba Malila.

 

The day's activities began with a courtesy call on Uganda's Chief Justice, Dr. Flavian Zeija, where discussions focused on strengthening cooperation among African judiciaries and expanding the use of alternative dispute resolution mechanisms.

 

Chief Justice Zeija noted that while courts remain central to the administration of justice, litigation often leaves one party dissatisfied. He said alternative dispute resolution offers a more sustainable approach by fostering dialogue, preserving relationships, and encouraging mutually beneficial outcomes.

 

Outgoing Chairperson and Chief Justice Emeritus Alfonse Chigamoy Owiny-Dollo highlighted the achievements of the Forum, noting that Alternative Dispute Resolution has helped reduce court case backlogs, promoted amicable settlements, and improved access to timely justice across several jurisdictions.

 

In his acceptance remarks, the newly elected Chairperson, Dr. Mumba Malila, thanked members for the confidence entrusted in him and pledged to build on the foundation laid by previous leaders.

He called upon judicial leaders across Africa to work together in strengthening alternative dispute resolution mechanisms as a means of delivering affordable, accessible, and timely justice.

 

The African Chief Justices’ Alternative Dispute Resolution Forum was established following Resolution 16 of the African Chief Justices’ Summit on Alternative Dispute Resolution held in Kampala in March 2024.

The Forum serves as a continental platform that brings together chief justices from across Africa to promote alternative dispute resolution, reduce court congestion, and improve access to justice for citizens.

 

 

As the new leadership assumes office, stakeholders say strengthening alternative dispute resolution will be critical in building efficient, people-centered justice systems across the continent.
