Human Capital Mgt. System To Check Corruption In Public Service

The State Minister for Public Service, Grace Mary Mugasa, says that the Human Capital Management System (HCM) will help in fighting corruption in the Ministry of Public Service.

The system was launched on 17th November 2021 to integrate with other Government ICT systems to facilitate seamless information sharing among Government Ministries, Departments, Agencies as well as the Local Government.

Minister Mugasa made the remarks while presenting the activities the Ministry of Public Service has been engaged with in fulfilling the promises the NRM Government made during the 2021 election campaigns.

The NRM Manifesto week being held at the Office of the Prime Minister in Kampala is intended to track the contractual obligations in the manifesto as executed by the different government institutions.

While delivering her presentation on the implementation of the mandate of the Ministry of Public Service, State Minister Mary Grace Mugasa cautioned the public against using fraudulent means of getting government jobs, warning that the ministry is determined to curb the vice.

The minister urged local governments to regularly employ civil servants to close the gaps and ensure that workers retire at the right time.

“I have noticed that some districts don’t want to advertise jobs, they keep these for their children who are in school. Those who are employed are kept for a very long time; you ask yourself why don’t the recruit”

There have been some inactive employees on the government payroll, leading to financial losses and inefficiencies in the system. The Permanent Secretary of the Ministry of Public Service, Catherine Bitarakwate Musingwire, said that an audit to be conducted soon will show the number of ghost workers and the financial loss they have caused over the years.

A report from the Ministry of Public Service shows that so far, the Human Capital Management System has been integrated with the Integrated Financial Management System, the National Identification System and the Programme Budgeting System, to enhance efficiency.
